While these great rates are available to both Pay As You Go and Bill Pay customers on most plans, the existing roaming polices still exist. There may be a need for an advance payment if you have been a Bill Pay customer for less than 2 months or if you wish to roam in a country where an automatic roaming agreement (CAMEL agreement) is not it place.
